[해석]  이런 정책들의 비용은 다양한 절약에 의해서 상쇄된다고 무료 요금 정책을 옹호하는 사람들은 주장하지만 상이한 도시들에서의 무료 요금 정책들의 예측되는 결과들을 비교하는 최근의 한 조사는 이런 견해는 과도하게 낙관적이라고 한다.

splice [splais] : 꼬아 잇기; 접합, 결합; (필름·전자기 테이프 등의) 접합; (속어) 결혼  : (Middle Dutch splissen) [어원 불명]

comma [kάmə] : (구두점인) 콤마; (음악) 콤마; 표범나비류의 일종  : (Gk koptein : cut  → Gk komma : piece cut off, short clause → E colon → 16세기 말 comma)

colloquial [kəlóukwiəl] : [말·구·표현 등이] 구어[회화] 체의; 격식을 차리지 않는(informal)  a colloquial expressions : 구어적인 표현  : (L colloqulum : conversation : col-, com- : together + loqui- : talk + -al) ['loquacious'와 같은 어원에서]

sunny [sΛni] : [날씨·날이] 햇빛이 밝은; 양지바른; 햇빛이 잘 드는; 태양의; (비격식) [성격·미소가] 명랑한, 쾌활한

'the costs ~'가 주어이고 'are'가 정동사, 'a recent study ~'가 주격의 주어이고 'found'가 정동사이다.

두 개의 절(정형절)을 연결하려면 접속사가 필요한 데 이걸 'comma'만으로 연결하는 실수를 모국어 화자는 흔히 'Comma Splice'라고 하고 외국어 화자인 우리는 'Comma Fault'라고 한다. 자세한 것은 필독 강의를 참조하기 바란다. 'however'는 여기서 접속 부사로 접속사가 아니어서 CS 오류에 해당된다.

전형적인 CS 오류이다. 'comma'만으로 두 개의 절을 결혼시킬 수 없는 거죠.

간혹 세미콜론은 두 개의 절을 연결하지만 내용상 'a recent study' 이하의 절은 추가적인(and) 내용이 아니라 대조적인(contrast) 내용이 따라야 하므로 'but'가 사용되어야 한다.

두 개의 대조되는 절을 'comma'와 'but'로 잘 연결하고 있는 정답이다.

SAT는 대입 시험이므로 구어체 표현(Colloquial expressions)은 곤란하다.

'way too sunny'(아주 디빵 낙관적)이나 'looking too much on the bright side'(열나 지나치게 밝은 면을 보는 것)이나  'pretty upbeat'(허벌 낙관적)은 모두 구어체 표현으로 답이 되지 못한다. 

D) 'overly optimistic'은 전형적인 격식체 표현으로 SAT의 정답이 된다.
