# In some ways, today's development economics is like eighteenth-century medicine, when doctors used leeches to draw blood from their patients, often killing them in the process. In the past quarter century, when impoverished countires have pleaded with the rich world for help, they have been sent to the world's money doctor, the IMF. The main IMF prescription has been budgetary belt tighting for patients much too poor to own belts. IMF-led austerity has frequently led to riots, coups, and the collapse of public services. In the past, when an IMF program has collapsed in the midst of social chaos and economic distress, the IMF has simply (A)[         ] it up to the weak fortitude and ineptitude of the government. Finally, that process is beginning to change. The IMF, thank goodness, is searching for more effective approaches vis-a-vis the poorest countries.

'(It / That) Figures.'는 '그건 (보지 않아도) 모습이 떠오른다', 즉 '[상황, 행동 요구 등이] 그럴 줄 알았다, 안 봐도 뻔하다'의 뜻인데 한때 우리는 이런 상황에서 "안 봐도 비디오다"란 표현을 쓰기도 했다. : used to say that you are not surprised by something unpleasant that has happened; it is reasonable, normal or expected : it is not surprising

[해설]

[fill one in on ~ ]

: 'fill' 대신 'put'을 넣고 이해하면 '누군가를 안으로(In) 넣어서 ~위에 놓는 것'을 의미하는데 그렇게 해서 '(새로운) 정보를 채워준다'라는 의미로 'put'대신 'fill'을 사용하는 것이다. 'on ~'는 생략되기도 한다. '상황 또는 정보나 내용을 채워주다, 알려주다'로 해석할 수 있다. : to supply information to (someone); give somebody up-to-date information, bring up to date

Please fill me in on what happened at the meeting that I couldn't attend. 

"제가 참석하지 못했던 회의에서 뭔 일이 있었는지 알려 주세요."

She always fills us in on what her programme is.
