At other points during the war, the Nazis demonstrated that they were not inclined to be conciliatory on the question of Jews. [해설]

set up a business : 일을 시작하다 [부정관사를 사용한다.]

'set up work'는 사용하지 않고 'set to work'는 사용할 수 있다. 'set up working'은 사용하지 않는다.

개업하다, 사업을 시작하다 → 일을 시작하다, 판을 벌리다 : Literally, to open or establish a business in a particular location.
