[not only 부정문 but 부정문]

A가 아닐뿐만 아니라 B도 아니다.

'Not only 긍정문, + but 긍정문' 외에도 'Not only 부정문, + but 부정문'도 가능한 표현이다.

문맥상 'didn't'이 도치되어야 맞다. 'but'가 생략되고 'comma'만 사용된 경우다.
