서서 헤엄을 치다; (비유) 간신히 몰락하지 않고 있다; 시간을 허비하다; (사업 등이) 순조롭게 발전하지 않다 : (1) To move one's feet and hands in a motion that will allow one to keep one's head above the surface of the water (2) To maintain one's current status without making any significant progress ['물을 밟다'가 원 뜻인데 '제자리 헤엄을 치다'에 가까운 표현이다. 제자리 떠있을 뿐 전진이 안된다는 뜻이다.]
